Valine is:

Here R group is hydrophobic. Thus, it will not interact with water molecules

Or Valine is a non-polar molecule.And like dissolves like, Water is a polar molecule

Also, to form a Hydrogen bond, we require a hydrogen atom and a electronegative atom like N,O or F. Valine Side -chain includes , neither of this atom to form hydrogen bond

So, it cannot form hydrogen form
