1. Should the project manager give the final manpower loading curves to the functional managers? If so, at what point in time?

Project managers works with the employees for improving specific skills which are needed for working on the project and functional manager works with the employees to set the career goals. The project manager has the authority for budget management, staffing, query resolution, and technical advancement. Project manager does not hire staff, it's line level management responsibility. Project mangers controls and monitor the resources for the given task, time, budget and efficiency.

Project manger gives final manpower loading curve at the stage III level of the project as described below -

• Stage 1 - This is the beginning stage. In this stage new project ideas generated. Those ideas are reviewed by R &D team and pre-requisites are finalised as per the idea or proposed project needs.

• Stage 2 - This is the second stage where usually change start to happens. Change here means gather the resources to meet the project need. In this stage all activities, structure, technology, budget, Roles and responsibility are discussed and finalised.

• Stage 3- This is the stage where Manpower introduces, In this stage, Fast organisational changes happens. here a detailed analysis are provided for the required peak or decrease in manpower as per project duration. At this stage Line management can work on the staffing as per the manpower curve finalised by project management team.
