Utilitarian point of view, Should home owners near potential drilling and fracking sites be allowed to decide how close the drilling is to the home? Why?

Itni mentioned that from the utility in point of view the home owners wouldn't get lot of utility and there can be a chance that the hazards of locating a home near the drilling sites can be hazardous to them as it it can create lot of troubles regarding health facilities etc as a result of this they shouldn't be allowed and the government practices should be in such a way that the should describe the minimum safe age limit for the houses to be located.
