Yes to a extent the story tells about government corruption and abuse of power .

Julia Roberts is wonderful young law student who stumbles upon things bigger than anything she ever imagined.Julia Roberts does some home research trying to connect the backgrounds of two Washington, D.C. Supreme Court Justices who were murdered; her theories regarding the two men--who wanted them dead and why--turns out to be scarily accurate.

the assassinations were done on behalf of oil tycoon ,who intends to exploit the oil he found beneath Louisiana marshland that is habitat for an endangered sub-species of brown pelicans. The court denied the drilling rights and the case raise to supreme court. This is where the title The Pelican Brief comes from. A case filed by the small Green Fund company to determine whether or not Mattiece can drill under the bayou is set to be presented before the Supreme Court. Despite their many differences, Justices Rosenberg and Jensen both favored environmentalism, which leads Shaw to believe they were assassinated in order to replace them with anti-environmental judges who would vote to allow Mattiece to drill. Shaw postulates that the President of the United States, a die hard conservative, would nominate the new appointees. Shaw presents her theory to Grantham, who agrees to help her solve the case. Shaw and Grantham become romantically involved along the way.

Later with her investigation it was being found that the president was too involved and ordered the FBI to back off from this case .At the end the President's chief of staff Fletcher Coal has resigned, and the President will not run for reelection.

Hence it was a political thriller and the corruption and abuse of the power assigned.
