Xylem and Phloem are included in vascular tissue system. Xylem and phloem helps in connecting roots and leaves by their function in water conduction and sugar transportation respectively.

Xylem vessels takes water from the root hair and transport it to the leaves following cohesion-tension theory. This theory explains the flow of water upwards against gravity by xylem vessels in plants. While Phloem takes the sugars and other photosynthetic products produced by photosynthesis, and takes these to the different tissues of whole plant and roots.

Vascular tissues- Xylem and Phloem, xylem tracheids and phloem vessels also help in supporting the mechanical structure of plants.

Thus vascular tissues help in supporting growth and development of whole plant.
