It depends on what you mean by "the crime problem." Since it's cheaper and more productive to prevent crime instead of punishing it, I would favor some basic preventative measures. These could include several aspects, such as education.
Studies have shown that as much as 75 percent of the US prison system is illiterate. Identifying and helping struggling readers early in school increases the chances that they'll have the skills and motivation to earn a degree and then, hopefully, a job. Many convicts also lack a strong moral base. The church, teachers, parents, celebrities, and coaches all play a part in shaping students' morality and values. The United States could, on the whole, do a better job with this.
Practically, police should receive better training to improve relationships with the communities they work in. City, state, and federal governments should strive to create jobs and to help low-income and homeless people get back on their feet.
