Answer: One scenario in which the international response may be a deterrent to the rebuilding process comes from ethnic conflicts that take place in many parts of the globe. For example in Afghanistan the international response has not been able to create a positive rebuilding process. On the other hand the international interventions are considered to be an outsider’s intrusion which is looked upon with suspicion from all the local parties involved in the conflict. This creates resistance to any rebuilding process that starts with the help of international organizations. Thus in such cases it is seen that international response may be a deterrent to the rebuilding process in the countries like Afghanistan that are highly ethnocentric.
