Cl- has a higher concentration outside the cell in the extracellular fluid and blood of about 120 mM, while inside the cell the concentration of Cl- ions is about 6mM, therefore, if chloride channels are open and the transport is not blocked by the negative membrane potential, then chloride ions will move along their concentration gradient from outside to the inside of the cell.
