As a project manager how will you obtain the list of quality management related items for your project? How will you know it's a complete list?

In order to get a list of quality management related items, we need to understand the project and must discuss with our team on the plan and step by step process of the project. At each step we need to identify what are the requirements for quality management and what items are related. By the end of the last step of the project we would get the complete list of the items required and also we would have the complete list as we discussed each and every possible requirement and then prepared the list.
