A budget is a financial plan for future activities, As mentioned into statement reading instructor is working on some project for free, it mean no financial activity is involve, hence no impact on budget.

However Grant is something non-repayable funds given by one party (grant makers), often a government department, if we have any estimated value of grant, we can add this as a revenue into budget.
