Establishing problem ownership is so crucial in the decision-making process:
In general, problem ownership is basically, someone's ownership of the problem or someone owning the problem as if it is his/her own and is his/her sole responsibility to solve the problem, or specifically, resolve the issue or issues in it, or accomplish a task, complete a project, or achieve the target. It basically denotes the authority of a person on the problem to drive it towards a fix or solution.
When there is no ownership of a problem/s, the problem will be abandoned, unsolved, and will have a lack of attention of someone, anyone, or everyone involved in a team. It would simply mean someone is not doing his/her job. Problem ownership process, first identifies the problem, gets assigned to someone by someone else reactively, usually by managers, project or process managers, supervisors, team leaders, etc, who assign a person to the problem.; at times, someone voluntarily and pro-actively assigns the ownership of the problem to himself/herself as a professional ethic gesture. After this, the assigned person accepts the assignment and addresses the problem by working on the problem to solve it.
When a problem is unassigned, and when people on the team know there is a problem orphaned, and when each one of them tries to solve it, it would not give an effective solution. When everyone who is capable of solving the problem tries to solve it, they may not be able to focus on the problem completely as each one of them would have their other core responsibilities to work on. Hence, this leads to chaos, misunderstanding, miscommunication, less or no synchronization, no collaboration, lack of track on the problem details, updates, etc. Hence, it is required only one person owns a problem, so only he or she works on it, as only he/she would have complete knowledge of the problem, its details, its solution, etc. Hence, it is crucial to establish problem ownership.
Problem ownership is made as a step in the decision-making process, particularly in the intelligence phase. In the process, intelligence is gathered or rather information is gathered examining reality, identifying and defining the problem, also later, problem ownership is established. This intelligence phase ends with a formal problem statement.
There would be a problem in an organization until someone or some group or team takes the responsibility and ownership of the problem, attacks it, and solves it in case, the organization has the ability to do so. The assignment of the authority to someone to work on and solve the problem is called problem ownership. For example, a manager may feel he/she has a problem at hand as interest rates are high. Interest rates are determined at the national and international levels. Managers cannot do anything about it. The high interest is the problem of governments, but not a specific company's problem for it to solve. The companies experience the problem of how to operate and run their business in a high-interest-rate environment or society. The interest rate level should be dealt with as an environmental factor to be predicted by any individual company.
