Step 4: Set Goals. ( To make student attain a healthy lifestyle, Prevention of disease , Promotion of health )

Step 5: Outline Strategies. ( By providing free health care services , health education , screening , counselling )

Step 6: Set a Budget. ( It's around 2-3 billion )

Step 7: Get to Work ( start the service )
