we have mass of each elements as:

K: 28.3 g

V: 37.0 g

O: 100 g - 28.3 g - 37.0 g = 34.7 g

Divide by molar mass to get number of moles of each:

K: 28.3/39.1 = 0.7238

V: 37/50.94 = 0.7263

O: 34.7/16.0 = 2.1688

Divide by smallest to get simplest whole number ratio:

K: 0.7238/0.7238 = 1

V: 0.7263/0.7238 = 1

O: 2.1688/0.7238 = 3

  

So empirical formula is:KVO3
