Energy gap would be maximum in case where number of states is maximum in between initial and final state if the states are separated by same energy gap.

So it is clear that transition should be between two n (1,4).

But the question asks about energy absorbed. And energy is only absorbed when an electron goes from lower energy level to higher energy level.  

On other hand if electron goes from higher level to lower level, energy is released.

Thus in this case initial state is n=1 and final state n=4
