Before the launch and implementation of Affordable Care Act, there were regulations related to health care and MCOs, but these regulations were unable to reduce the cost of health care and focus upon quality in delivering health care services Hence, these regulations were not sufficient to help people w.r.t. the health care.

It is the regulation that can up with the Affordable care act, that started working to reduce the cost and provide the benefit to those who were poor and needy along with the forcing employers to give coverage to their employees. Besides, different guidelines set for the MCOs, clinics and hospitals to focus on quality of care, rather building a huge bill  for the patient. Under the Trump Administration. American Health Care Act of 2017, were implemented after repealing ACA that also came up with benefits to different parties and focused to reduce the cost, that were not done by the old regulations. So, it should be said that new regulations have effectively worked to reduce the cost of health care and are important as additions to the existing regulations.
