This is also called as Drug abuse.Drug abuse is a kind of patterned use of drugs harmful to themself or others,it can be the quantity or the method it is consumed.

Ethical Issue

Taking ethical course of action is more complex and becomes even more when HIV/AIDS is thrown into the picture.HIV alone has unique ethical issue and can be transmitted through sexual activity or sharing drug equipment.Ethical issues can be minor or major in nature.Syringe exchange programme are a good example of such ethical dilemmas.In some cases it can be accidental where the person is unaware and overdose of prescribed medicine can categorize him/her to substance abuse category.

Legal Dilemma

Legal issues is a national dilemma.The principle of justice assures impartiality and equality which is very difficult to make it practical.Includes fair distribution of health outcomes in societies which is often included in health equity.
