Employees of medium and good ones will take the test as they are having high chance of getting job because this certificate will add credibility to them that they are eligible to that job which even gives confidence to the employer to recruit them. Bads one will not take the test as they will be afraid they may loose the job which they got a chance of getting.
If the employees have to pay for the test , the good ones will be willing to pay as they know they will be definitely getting the job if they get that credibile certificate stating they are good ones.
The Medium ones will be thinking wether to give the test or not because after paying for the test and getting the certificate as a medium one the employer may say that they don't want medium ones than they will loose the money and job which is like a waste of money for them.
The bad ones will not take the test as they will be sure they will not get the job and they will even loose the money that they spent for the test after getting the certificate.
