Bureaucracy, in general, gets its power when the President of an Organization fails to oversee the actions undertaken by various groups under its purview. It is here where the Bureaucrats under the Bureaucratic system get an opportunity to rise with the power, through the authority hierarchy with rigidity in the operations . in large Organizations, Bureaucracy can manage the complex operations in the structure in an orderly manner thereby leading in a stringent way. But when the Organizations support innovations, Bureaucracy fails to survive as it does not believe in giving opportunities for the expressing opinions to the subordinates in the structure. A certain level of bureaucracy is certainly needed to ensure discipline in the management of an Organization but it cannot act as a substitute to leadership.
