The first comparator on top outputs a 1 if Va is ON. THus, this output = Va. The comparator at the bottom always outputs a 1, since 3V > Vb/2. The 3rd comparator adds the Vc and the output of the second comparator and compares it to 3V. Since output of second comparator is always 1, output of 3rd comparator is always 0. Now, at the -ve input of the last comparator, we have the signals A and 0 added up, to give A. Thus, A is being compared to 2V. This will output a '1' if A is 1, else 0. Thus V0 = VA
