what would you do if as part of your job in handling the office mail you came across a consultation report from a psychiatrist about one of your family members?
In such a situation where one of my family members has consulted a psychiatrist and I am not informed about the same, I would choose to deal with it as any other Job errands and would not mention it to the same member or let them know that I know about it. Consulting the Psychiatrist is a serious issue and needs to be handles carefully. If a person is not comfortable sharing their situation with family and chooses to consult a Psychiatrist, their choice should be respected. If they wanted it to be confidential and I come across the report, I would continue to keep it to myself for the sake of the person. And by consulting a Psychiatrist, the person has probably taken a good step already and it's better not to interfere or jump in.
