The formula for doing so is, \text{relative error \%} = \frac{|\text{measured} - \text{actual}|}{\text{actual}}.

So for your case, \text{relative error \%} = \frac{1.6581 \times 10^{-19} - 1.602 \times 10^{-19} }{1.602 \times 10^{-19}} = \frac{1.6581 - 1.602}{1.602} = 0.0350187.
