The rate of transpiration by the plant decreases when the humidity of the surrounding air increases.

Explanation:

Rate of diffusion of a substance depends upon the concentration gradient between the two regions. Transpiration occurs due to diffusion of water in the form of vapours from the plant green parts which contain stomata to the surrounding air. If the surrounding air has more water vapour. I. e, have high humidity, the rate of diffusion of water vapour from the plant surface, called transpiration will be lower, because there will be lesser vapour gradient between the plant surface and the surrounding air.
