For pipelining we select the maximum stage time/ slowest stage time (step of each instruction) as one step of pipeline

Number of pipeline stage = 3

Latency = 8 x 3 = 24 ns

So, latency is 24 ns

9) Throughput = 1/max pipeline stage delay

= 1/8 ns
