You are a business man residing in China. A Filipino friend wants to ask  for your advice on  how to market his/her products in China.  

Question: How do you  provide professional help in ensuring he complies  with regulations of the China government.

Step 1. Find out about the business type that the friend wants to start and the size of capital. The reason is that there may be different regulations covering the different kinds of business operations in China.

Step 2. Ask more about the preferred location of opening the business in China. This will help me in the understanding of the nature business that the friend wishes to open. Different businesses may attract different legal requirements to be opened and operated.

Step 3. After understanding the business background, I will research the legal requirements for such a business to be opened. This will help ensure that the overall advice that I will give is based on real facts.

Step 4. I will engage and consult one of the experts or government agencies to ensure that I do not miss any details about compliance requirements (legislations) regarding opening a business in China. This will ensure that the details of the research are confirmed. For example, I ask about links and websites of reference.  

Step 5. I will document all of the legal requirements based on my research and what is offered by the government official. This helps me ensure that I can provide the advice that will help my friend make the right decision. Comprehensive information is key to critical decision making.

Step 6. I will then send the information to my friend with all of the details needed to open and operate in China while adhering to the set laws and regulations. For example, I will document the steps that foreign companies need to fulfill when opening a business and any other limitations imposed by the government or local authorities.
