This is false although for many enterprise systems basis the local needs and process requirements customization are done to the Enterprise systems.Enterprise systems could be an Enterprise Resource Planning Systems (ERP), Customer Relationship Management Systems (CRM) or an Enterprise Planning system.

All these are made with clear cut overall design goal in mind hence it is incorrect to say that customization were made in absence of an overall design goal. Local decisions lead to customization which are done over and above the basic foundation.
