' A' gene has insulator between enhancer and promoter so that it can't expressed protein . Insulator used as a blocking agent or barrier of gene expression. 'D' has enhancer and promoter after insulator so that was not issue to express the gene properly.So, only B and D effected by enhancer rest of effected by Insulator.
