This statement is totally false because random X inactivation occurs in the early female embryo development. During early female embryo development, both the maternal and the paternal X chromosome have an equal chance of becoming inactivated. Then, inactivated X chromosome condenses into a compact structure called a Barr body,and this X-chromosome maintained in a silent state.
