Assume that the sinusoid has 2.5-volt DC level (that is, the signal swings between 0 and 5 volt). Use LM339 and priority encoder 74LS148. Examine the datasheets for these chips carefully. You may use the design in Fig. 1. However, you need to choose the reference level carefully as an incorrect reference level may result in erroneous responses. Make sure that you set the reference level in order to accurately represent the signal.
