As you looking for a hauristic method for solving transportation network problem as transportation problems are travells salesman problem these type of problem-solving with choosing a possible path and choose finally that one which is the shortest one.

some of the references book based on it is Caramia and Guerriero 2009; Gomez-Ibanez and De Rus, 2006
