There are several reasons for people not to evacuate during
extreme weather, those include disabilities. people with different
disabilities would not able to travel so they stick to thier home.
other issue is financial position,as evacuation would cost more
than their daily budject, they reside in home. some people would
feel threatened from damageing of house during weather event and
some feel that their home may looted , so they too stay at home.
some small resons like people who can't stand without their pets,
they are refused to leave home to get protection to their
pets.although it is illegal to stay in homes during mandatory
evacuation, people stay in their residences for different
reasons.
in simple, the main reasons not to evacuate are
disabilities,financial issues, feeling threatened to their property
and wealth and sometimes pets too.
