In order to initiate the transcription RNA polymerase must have to escape the promoter. The large subunit of RNA polymerase ll has a carboxy terminal domain known as tail, which consist of heptapeptide sequence with multiple (3) serine residue. The TFIIH which has a kinase activity phosphorylate the serine residue. Attachment of phosphate to the RNA polymerase ll helps to shed most of the general transcription factors used for polymerase binding and as the enzyme escape the promoter it leaves all the transcription factors behind.  

Hence option B is right.
