In my opinion it is a good strategy.Because Heavy users generally constitute less than one third of the consumers of goods and services but constitute to more than two third of the sales revenue and for any business profit is the main target and if their is no profit the business will not survive in the long run and mainly Heavy users comprise the critical segment of population at which most of the marketing efforts are directed.
