1. My approach would be a reverse approach, I.e. planning as per demand of customers.
2. Firstly, I would enquire regarding the budget of the project. Then, design an optimized layout of the factory. Lean manufacturing concept can be used in this step to utilize space wisely. After this, I would seek for a location which is of the desired size and well within the budget.
3. The essential requirements would be adding value to the product. While the non-essential requirements would not be adding or creating value for customer, neither for goods nor services.
