This would mean as the commander-in-chief, the president is responsible in not only justifying the war but also about elaborating the preparation the country, army and the supporting nations need to make. So, people would definitely listen to the presidential speeches during the time of war no matter how lengthy it is because it would be the people in that country who would be affected by the decision taken by the rulers.
