Risks of data ownership when servers housed outside of USA:

1) Stored communication act has the rights to seize the data that are stored outside US territory. Then the user rights cannot be guaranteed in such cases.

2) Your data may leads to public by anytime with court order and cloud provider cannot help you in anyway.

3) Government and court plays a major role in the privacy of data outside the US.

4) Anyway the data ownership in the cloud is a very complicated issue. Its better to read the operations by cloud providers before signing in.
