Why is phthalic acid better recrystallized in water solvent rather than using ethanol or diethyl ether as solvent for the phthalic acid?

Choosing the solvent in recrystallization is the crucial factor. The purpose is to get the pure quality crystal. Phthalic acid has very good solubility in boiling water. Thus, water is used to recrystallize phthalic acid than other solvents. Remember that water is much more ionic with high dipolar moment than ethanol and diethyl ether. Acids generally prefer more ionic solvents (exceptions are long chain acids).
