1965 Hart-Celler Act was proposed against the already existing immigration act that prevented the Eastern and Southern Europeans, Asians and Africans from entering into America in order to maintain the White majority concept. This new system introduced by Senator Philip Hart and Congressman Emanuel Celler which is also otherwise known as Immigration and Nationality Act of 1965, not only allowed skilled migration from all parts of the world with certain restrictions on the number of people from each part of the world could enter but also allowed the relatives of the US citizens to come to the United States without any restrictions on the numbers. There are also two preference systems under the new system such as the family-based preference system and Employment based preference system. Under family-based preference system there are four categories of people who are the relatives of any US citizens can enter into the US and labor based preference system allowed people depending on their skill level and experience level.
