Many projects are started, with the project manager knowing that the stated length of time to complete the project or (far more often) that the approved budget will not cover the expenses of the project. If you remember, I have discussed that the project relies on an escalation of commitment from the client to fund the unfinished portion, because they have so many monies sunk into it at the point that there is a request for more funding to finish.

any project needed to be funded in the starting phase of the whole process, but the fund needed while processing too. as time goes on the problems occur a project gets delayed in the different part of the phases, the whole deliverable cant be to deliver on time and sometimes extra funding is needed.
there is some ethical behaviour that needs to be maintained by the project manager while doing the planning and execution of the project. there are 7type if ethical behvaior that need to be followed by the project manager:

for change, you need to check every step before proceeding forward, as every process are interconnected with each other and you need to allocate the budget as department wise. the recommendation can only be given in terms of project time management, if the time is managed then the overall cost can be controlled and raw material can be utilized properly. they need to have a third party for the supervising process so that they can have unbiased feedback.
