1.making healthcare delivery safer by decreasing harm and side effects caused in delivery of care-CMS aim to make health care safer by reducing rates of hospital acquired conditions, supporting a culture of safety and eliminating unnecessary care which can lead to harm.

2.strengthening families and persons as partners in their care- CMS goals is to create health care system which engages families and individuals in delivery, design and evaluation of care

3.promoting effective coordination of care and communication- CMS promote communication by encouraging use of electronic health records and also other health information technology with the aim of improving providers and also consumers communication and decision making

4.making care affordable- CMS is promoting access to health care that include better access to a coverage for people with pre-existing medical conditions and young persons
