Using seniority as a factor in allocating employment opportunity reduces various complications such as assessment of skill, talent and other external influences. In addition, the method of allocating opportunities become pretty straight forward and simple. This reduces complexity. These are the advantages.
However, using seniority means that often the most deserving candidate may not receive the appropriate opportunity. This means that the talented individuals may be disappointed with the system and thus leave the system (such as union). This hurts the overall system and can cause loss of talent and competent workforce.
Good faith bargaining refers to being amicable about the meeting between two parties when it comes to schedule, time and willingness to negotiate. This does not mean that the parties should be willing to concede or compromise but they must be willing to come to an agreeable situation/solution that can accepted by both parties. Basically, the parties should agree to meet on time, should be willing to negotiate and be reasonable with one another.
A bad faith bargaining example can be a situation where one of the parties purposely miss the meeting and delay the negotiation so that they can coerce the other party to agree to their demand at the nick of time.
