In this scenario, the manager is in violation of the Occupational Health and Safety Act.The employee has a right to report the injury. By prohibiting to do so, it becomes an act of discrimination and violation of worker rights.

The HR should publicly send a warning to the manager and publicly circulate a memo stating that prohibiting reporting of injury is an offense. Depending upon the company's health and safety policy, the manager may be demoted or terminated for doing so.
