Proactive policing means that even before the crime happens the police can take action and avoid the crime I.e. sensing an issue and reacting proactively to make sure that does not happen is what is called proactiveness.
Reactive policing means when the police takes action after a crime has been committed. This results in greater loss and hence proactive approach is preferred so that the crime can be stopped. Both can be effective but proactive approach is more effective since it ensures that crime does not create damage and is stopped before even if happens.
Police dialer can be proactive in the sense that they should be actively monitoring the city and any suspicious activities should be scrutinised. Also constant patrolling can help in sensing something wrong over which a proactive action can be taken.
