In phase one the key element in partnership plan is to establish a contract with the organization with whom the program is going to be carried out.This contract should include the mutual agreement in regards to the programs goal. In phase two it should concentrate on the elements on the causative factors of skin cancer like ultraviolet exposure, creams,etc., and identification of the high risk groups and making necessary intervention and implementing it systematically

In pre testing a group of people in a smaller quantity in the specified location has to be screened regularly for their risk and the symptoms. It can be developed by using a questionnaire set to the subjects in regards to the skin cancer.This can reduce the rate of errors and give a brief idea on where the problems exists in the area.For this process to happen a campaign can be done .To make this process successful the concept testing has to be done and identifying the key elements, reviews of various stakeholders has to be considered, followed by protesting and finally implementing it in the field.
