rbig wbig = rsmall wsmall

13 * wbig = 5 * wsmall

wsmall = 13 * wbig / 5

convert 3 rpm to rad/sec

3 * 2*pi / 60 = 0.31415 rad/sec

wsmall = 13 * 0.31415 / 5

wsmall = 0.8168 rad/sec

or

wsmall = 7.8 or 8 rpm
