Refactoring is the best option among the given choices. Because it will provide us with a refined code structure by the end of sprint. The time of free developers will be utilized accordingly preserving the sense of achievement that they finished their designated tasks on time. They can also help with issues their fellow developers are finding difficult to solve.

Adding more task may affect the overall deliverable of the sprint as the new task runs the risk of completion and it will be out of scope of original sprint planning.

Testing is already an existing task so adding more testing can be useful but might not provide any benefits for the team.

Sending developers on holiday might affect other team members and provide a false motivation of finishing a task early which might affect the quality of deliverable.
