D. Carbon-3 is a stereocenter in these meso compounds as two like groups with deferent stereochemistry (R and S) are attached to this carbon. The additional information to the R/S system would you need to assign a configuration to carbon is that if neighbouring R carbon gets priority over S carbon or vice versa.

E. 2, 3, 4-trichloropentane has 3 chiral C atoms.It has 2^{n-1}=2^{3-1}=4 stereoisomers.
