Yes.

Genetic drift may be defined as the irregular or random fluctuations in gene frequencies from generation to generation in a small sized population due to sampling errors.

Fluctuations in gene frequencies may cause fixation of one allele and extinction of other allele. It is very clear that its a random event.its not 'driven' by some thing.it is due to the phenomenon of probability in which purely chance events determine which alleles within a reproctive population would be carried forward and which ones to disappear.
