Lysosome is the membrane bound organelle in eukaryotic cells containing hydrolytic enzyme such as lipases, nucleases, proteases, galactosidase and e.t.c

The digestive enzyme of lysosome are produced from ER (endoplasmic reticulum) and then in golgi apparatus the membrane bound vesicles are formed which is called primary lysosome which contains inactive enzyme and after the formation of mature vesicle the inactive enzyme is activated based on PH of lumen of lysosome which is slightly acidic.  

So, for your above questions the correct statement is.

a) they are initially inactive

b) they are synthesized in ER

This two statement is true , they can also activated by fusion with large acidic vesicles . And they does not required ATP or energy.

Hence only 1st two statement is correct.
