If starch could have come outside, after reaction with iodine the entire solution of beaker would have got blue but only the bag containing starch is blue means this is not starch that is diffusing out, this is the iodine that is diffuses in and reacting with starch to give the blue color. Since starch is a polymer it needs larger pore size to pass, while iodine can easily make in through the pore due small atomic size.
