Answer is B because it is an efficient way to tackle the situation as it limits the use of sonar to the areas where there are no whales and also providing sonar free areas on whale migration areas causing less harm to them while providing optimal benefits to the militiary.

2 In case of an Experiment one should take an area with two groups of whales one group will be subjected to low sonar levels,the other group will be isolated from the first group and sonar.

In case of an observation study data from Active sonar use and location of groups of whales should be collected expecting to find correlation between them
